Provisional Application may be submitted either before, during, or after principal photography—provided that the project meets the requirement of (1) allocating 10% of the fund to the Filipino producer and/or applicant’s company, and (2) spending at least 50% of its production expenditure on QPPE. Qualifying expenses should only start from the receipt of complete provisional notification from the FilmPhilippines Office.

Please also note that the project must begin principal its photography, animation, or post-production, within one (1) year from approval of the grant.

The Final verification form must be submitted within three (3) months from the receipt of final notification from FPO. The approved provisional application is mandatory in order to qualify to the final phase.

  1. Use Microsoft Excel in opening and filling out the application form as the format may change when using a different software.
  2. Save and submit your application form in PDF format—including all annexes (except for scripts) in a single file. Label the PDF file with name of the project in uppercase letters; the scripts should be attached separately. You may also upload the requirements in a drive–well organized with all the annexes properly named as per checklist—and email the file-sharing link with the name of your project.
  3. Email the full application to [email protected] with the subject "ICOF PROVISIONAL APPLICATION: [name of project]” For submission of final verification requirements, use the subject “FINAL VERIFICATION: [name of project]"
  4. DO NOT SEND any element or item from your application individually or in separate emails. The FDCP will disregard these and consider your application incomplete.
  5. Ensure that all requirements on the checklist are supplied in English
  6. Allow one week for the FPO to verify submitted documents. FPO will only send notice of complete application (form and annexes) until 6PM Manila time on the last day of the cycle. Applications with incomplete requirements submitted beyond this time will be assessed in the succeeding cycle.
  7. FPO will send a provisional notification once the application has been validated. This will be treated as the official start of QPPE coverage.
  8. Once the Provisional Application is verified as complete, hard copy of the signed and notarized statutory declaration and MOA must be sent to: FILM DEVELOPMENT COUNCIL OF THE PHILIPPINES 855 Kalaw Avenue, Ermita, Manila, 1000, Metro Manila, Philippines.
