WHAT IS FLEX ?

The Film Location Engagement Desk (FLEX) serves local and foreign productions with inter-agency assistance for government permits, locations, and production logistics in the Philippines, and also engagement with Philippine production companies, technical suppliers and crew. FLEX is the single-window clearance office that provides a general endorsement to productions to assist in their transactions with government offices across the country.

  • Any genre.
  • Themes that are not pornographic or portraying the Philippines in a negative light.
  • Does not promote violence that threaten the national security.

Both local and foreign production companies are eligible to apply.

Note: It is highly recommended that foreign producers have a local partner to facilitate documentary requirements and other on-ground production requests from partner government agencies.

  • Proof that the foreign company is eligible to conduct business (e.g. business permit)

The Film Philippines Office (FPO), through FLEX, will connect foreign companies with local production companies, line producers, post-production houses, animation studios, and distributors, among others, based on the specific needs of the project.

Please be guided with the below procedure:

  1. Secure and fill out application form and SWP certification.
  2. Submit duly accomplished form and attach the letter of endorsement from the FPO.
  3. Wait for the issuance of order of payment slip.
  4. Pay the corresponding fees.
  5. Submit the documentary requirements, original official receipts, and other attachments.
  6. Present claim stub on the appointed date and time of return for releasing of original certification and receipts.
  7. Acknowledge receipt by signing the duplicate copy of the certification before releasing the original certification and official receipt.

  1. Secure a merchandise passport from the country of origin. Kindly check via this link the 81 participating countries in the ATA Carnet System
  2. Present the merchandise passport upon arrival in the Philippines, and accomplish the Bureau of Customs form no. 177 (Informal import declaration and entry)

If your country of origin is NOT included in the 81 countries,

  1. Write a letter of request with the following information:
    1. Name of authorized representative(s)
    2. List of production equipment
    3. Arrival and departure dates
    4. Flight information, including the terminal
    5. Shooting schedule and location(s)
  2. Email it to [email protected]
  3. Receive the endorsement letter
